How to Introduce Yourself to Households During the 2023 Census

Hello, my name is Jacintha Martins. I work as an interviewer at the Central Bureau of Statistics, CBS. (Show your ID card.) I’m here to ask you and your family some questions for the Census.

  1. Counting the current number of inhabitants and dwellings in Curaçao
  2. Obtaining an up-to-date picture of the demographic and socio-economic situation in Curaçao
  3. Gathering more accurate data to enable institutions in the public sector, the private sector, and ourselves as individuals to make decisions in a more effective and responsible manner, contributing to our island's continued development.

Explaining the purpose of the Census:

Are you available at this time for the interview?

  1. If the answer is “yes,”

Yes: You may start the interview procedure.

  1. If the answer is “no,” 

Explain once again the importance of participating in the Census (refer to the objectives mentioned above).

If the answer is still “no,”

Can we make an appointment for another time/day?

  1.  a. If the answer is "yes,”

Proceed to make the appointment with the respondent

  1.  b. If the answer to this question is once again “no,” 

and it doesn’t seem likely that you will be able to convince the “respondent,” mark the “respondent’s” household as determinedly refusing to take part in the Census ("Firm Refusal").

Explaining the CBS’s mission

If the "respondent” asks you to explain the Central Bureau of Statistics’ mission:

The Central Bureau of Statistics informs the community about the demographic, social and economic situation of Curaçao, by providing statistical information.

If the respondent has doubts about the interviewer

If the "respondent" doubts that the interviewer is really from the CBS:

Show your ID so the respondent can see your picture, first and last name. Then, kindly ask the respondent to scan the QR code on the ID to confirm that you are part of the CBS team.

If the respondent would have difficulty scanning the QR code, you can ask him/her to call the CBS at 839 2300/520 2227 to confirm that you, the interviewer, are part of the CBS team.

If the "respondent" asks whether it is mandatory to participate in the Census

If the "respondent" asks whether it is mandatory to participate in the Census:

Mention that all persons are required by law to cooperate with CBS investigations and that there are penalties for failure to do so. However, do not present this information in a threatening tone. Simply explain that this obligation exists to ensure that the CBS can obtain as many responses as possible, which will make the results of the investigation more reliable. Refer to the Statistics Act (PB 2011, no. 19). Hola, me llamo Jacinta Martínez. Soy encuestador(a) de la Oficina Central de Estadísticas, CBS. (Muestre su tarjeta de identidad.) Vengo para hacer algunas preguntas para el Censo a usted y a su familia.

  1. Registrar el número actual de habitantes y viviendas en Curazao
  2. Obtener una imagen actual de la situación demográfica y socioeconómica de Curazao
  3. Recolectar datos más precisos que permitan a las instituciones en el sector público, el sector privado, y a nosotros mismos como individuos tomar decisiones de manera más eficaz y responsable para seguir impulsando el desarrollo de nuestra isla.

Explique la meta del Censo:

¿Está disponible en este momento para llevar a cabo la entrevista?

  1. Si la respuesta es “sí”

Sí: Puede iniciar el procedimiento de la entrevista.

  1. Si la respuesta es “no”

Explique nuevamente la importancia de participar en el Censo (consulte los objetivos mencionados).

Y en caso de que no vea que sea posible convencer al “encuestado”, registre el hogar al que pertenece el “encuestado” como uno en el que conscientemente se niega a participar en el Censo (Rechazo firme).

Si el “encuestado” pide que se le explique cuál es la meta de la Oficina Central de Estadísticas;

La Oficina Central de Estadísticas informa a la comunidad sobre la situación demográfica, social y económica de Curazao, utilizando información estadística.

En caso de desconfianza hacia el encuestador

Si el "encuestado" duda si el encuestador es realmente un encuestador de la CBS:

Muestre su identificación para que la persona encuestada pueda ver su fotografía, nombre y apellido. Luego, pídale que escanee el código QR en la identificación para confirmar que usted forma parte del equipo de la CBS.

En caso de que le resulte difícil a la persona encuestada escanear el código QR, puede pedirle que llame a la CBS al 839 2300/520 2227 para confirmar que usted, el encuestador, forma parte del equipo de la CBS.

Si el ‘encuestado’ pregunta si es obligatorio participar en el Censo:

Mencione que, según la ley, todas las personas están obligadas a cooperar con las investigaciones de la CBS y que existen sanciones en caso de incumplimiento de esta obligación. Sin embargo, no presente esta información de forma que suene como una amenaza. Simplemente, explique que esta obligación existe para garantizar que la CBS pueda obtener la mayor cantidad de respuestas posible, lo que hace que los resultados de la investigación sean más confiables. Haga referencia a la Ley de Estadísticas (PB 2011, nro. 19). Hallo, mijn naam is Jacintha Maartense. Ik werk als interviewer bij het Centraal Bureau voor de Statistiek, CBS. (Laat je ID-badge zien.) Ik ben hier om u en uw familie een aantal vragen te stellen voor de Census.

  1. Een telling krijgen van het huidige aantal inwoners en woningen op Curaçao
  2. Een actueel beeld krijgen van de demografische en sociaaleconomische situatie op Curaçao
  3. Betere gegevens verzamelen om instellingen in de publieke sector, de private sector en onszelf als individuen in staat te stellen op een effectievere en meer verantwoorde manier beslissingen te nemen die bijdragen aan de verdere ontwikkeling van ons eiland.

Doel van de Census uitleggen:

Komt het interview u nu gelegen uit?

Ja: U mag beginnen met de interviewprocedure.

Leg nogmaals het belang van deelname aan de Census uit (zie de doelstellingen hierboven).

Kunnen we een afspraak maken voor een ander tijdstip of andere datum?

Maak de afspraak met de respondent

en het niet waarschijnlijk lijkt dat u de respondent zult kunnen overtuigen, markeert u het huishouden van de respondent als vastbesloten weigerend om deel te nemen aan de telling (‘Weigering’).

De missie van het CBS uitleggen

Als de 'respondent' om uitleg vraagt over de missie van het Centraal Bureau voor de Statistiek:

Het Centraal Bureau voor de Statistiek informeert de gemeenschap over de demografische, sociale en economische situatie van Curaçao door statistische informatie te verstrekken.

Indien de respondent twijfels heeft over de interviewer

Indien de 'respondent’ twijfelt of de interviewer wel echt van het CBS is:

Toon uw badge zodat de respondent uw foto en voor- en achternaam kan zien. Vraag vervolgens aan de respondent om de QR-code op de badge te scannen om te bevestigen dat u deel uitmaakt van het CBS-team.

Als de respondent moeite heeft met het scannen van de QR-code, kunt u hem/haar vragen het CBS te bellen op 839-2300/520-2227 om te bevestigen dat u deel uitmaakt van het CBS-team.

Als de ‘respondent’ vraagt of deelname aan de telling verplicht is:

Leg uit dat iedereen wettelijk verplicht is om mee te werken aan CBS-onderzoeken en dat er sancties staan op het niet meewerken. Breng dit echter niet op een dreigende toon naar voren. Leg uit dat deze verplichting er simpelweg is om ervoor te zorgen dat het CBS zoveel mogelijk respons kan krijgen, wat de resultaten van het onderzoek betrouwbaarder maakt. Verwijs naar de Statistiekwet (PB 2011, nr. 19).
